States contend over twenty-seven cities. Each city runs its own population, farming, commerce, flood control, morale, troops, training, gold, provisions and walls, with orders for reclamation, commerce, flood control, relief, training and weapons technology, plus conscription, transport and construction. Each officer acts once a month.
But people are worth more than land. Sow discord to drive a rival's officer's loyalty down, then persuade him over. Anyone who falls below 60 loyalty packs up that month. Guan Zhong, Wu Zixu and Shang Yang all began as another lord's servant.
