1939년, 다른 사람의 꿈을 그림으로 그리면 그걸 이루게 하는 능력을 가진 화가 "프란츠 클라인" 은 부모님의 압박을 피해 이웃 나라에서 "리아" 라는 이름으로 시민들의 꿈을 이루어주는 일을 하게 된다.
그러나 리아가 그 댓가로 받는 돈은 만족스럽지 못했고, 그는 거금의 의뢰가 오는 날만 기다리게 된다.
하지만 어느 날 리아에게 수상한 의뢰가 들어오고, 세계는 위기에 처하게 되는데...
